Watch: Economic Survey of India 2018 at a glance

Delhi: The pink coloured Economic Survey document tabled by Finance Minister Arun Jaitley in parliament today recommended that India must confront the societal metapreference for a son observing that the adverse sex ratio of females to males has led to 63 million missing women.The colour of this year s survey cover was chosen as a symbol of support for the growing movement to end violence against women which spans continents. Laying special emphasis on gender development the Survey cautioned that on several indicators notably employment use of reversible contraception and son preference India has some distance to traverse despite the country s economic progress.The Survey states that just as India has committed to moving up the ranks in Ease of Doing Business indicators a similar commitment should be endeavoured on the gender front.The percentage of working women has declined over time from 36 per cent being employed in 2005-06 to 24 per cent of women employed in 2015-16 pointed out the Survey.It acknowledges that the government s Beti Bachao Beti Padhao and Sukanya Samridhi Yojana schemes and mandatory maternity leave rules are all steps in the right direction pointing out that measures such as increasing maternity leave will offer support to women in the workforce.Given these observations the states and all stakeholders have an important role to play in increasing opportunities available for women in education and employment it said.As per the Economic Survey nearly 47 per cent of women do not use any contraception and of those who do less than a third use female-controlled reversible contraception.The Survey highlighted another phenomenon of son metapreference which involves parents adopting fertility stopping rules - having children until the desired number of sons are born. This metapreference leads naturally to the notional category of unwanted girls which is estimated at over 21 million says the Survey.Consigning these odious categories to history soon should be society s objective opines the Survey. It also provides an assessment of India s performance on gender outcomes relative to other economies.However the Survey noted an improvement in average levels of 12 out of 17 variables in India over time. While 62.3 per cent of women in India were involved in decisions about their own health in 2005-06 the number increased to 74.5 per cent in 2015-16.The percentage of women who did not experience physical or emotional violence also increased from 63 per cent to 71 per cent whereas the median age at first childbirth also increased by 1.3 years over ten years. New Delhi: The budget session of Parliament commenced on Monday with President Ram Nath Kovind s address to a joint sitting of both houses. The Economic Survey was tabled by the Finance Minister Arun Jaitley in both houses of the parliament. The economic survey projected the GDP growth between 7 to 7.5 per cent for the FY 2018-19. The Economic Survey which has been tabled in the Parliament identifies 10 new facts on the new economy from the impact of GST to lower tax collections to the general desire for a male child among Indians. Chief Economic Adviser Arvind Subramanian while preparing the Economic Survey laid out the policy agenda for the coming year. These are: support agriculture; stabilize GST; finish resolution and recapitalization; privatize Air India; head off macro-economic pressures. The government would be hoping to pass several key bills in both houses of the parliament. The instant triple talaq bill and giving constitutional status to the Commission on Other Backward Castes would take centre stage on the opening Day of the budget session. The centre has said it would talk to various parties to bring about consensus on the issue. Around 28 bills will be tabled in the Lok Sabha while 39 bills are listed for the Rajya Sabha for the upcoming session. NEW DELHI: The Economic Survey 2017-18 highlighted that there has been a decline in the reliance on direct taxes in India which contribute only around 35 per cent of total taxes as against a contribution of about 70 per cent in Europe. Unlike in other countries reliance on direct taxes in India seems to be declining a trend that will be reinforced if the Goods and Services Tax (GST) proves to be a buoyant source of revenue the Survey tabled in Parliament on Monday by Finance Minister Arun Jaitley stated. The Survey underlined that fiscal decentralisation captures the idea that spending and tax decisions must reflect local preferences as far as possible. However in India the states generate very low share of about 6 per cent of their revenue from direct taxes while the figure is 19 per cent in Brazil and 44 per cent in Germany said the Survey. According to the Survey in the third tier rural local governments in India generate only 6 per cent of revenues from own resources compared to 40 per cent in Brazil and Germany. It stated that India s urban local governments are much closer to international norms collecting 18 per cent of total revenues from direct taxes compared to 19 per cent in Brazil and 26 per cent in Germany. Further urban local governments in India generate 44 per cent of their total revenue from own sources. This is evident that urban local governments have emerged more fiscally empowered than rural local government in India the Survey pointed out. The Survey revealed that low level of tax collections by the local governments in rural areas is posing challenge in reconciling fiscal federalism and accountability. It said panchayats received 95 per cent of their revenues from the devolved funds from the centre/state while generating only 5 per cent from own resources. Panchayats in states like Kerala Andhra Pradesh and Karnataka do collect some direct taxes while villages in states like Uttar Pradesh almost entirely depend on transfer funds highlighted the Survey. This is because some state governments have not devolved enough taxation powers to the Panchayats -- permissible taxes for Panchayats include property and entertainment taxes but not land taxes or tolls on roads it said. The Survey added that the local governments in India in tier II and tier III states do not fully utilise existing taxation powers and therefore generate less tax resources and collect less direct taxes as they rely much more on devolved resources.

What to expect in this year s economic survey? This year s Survey could serve as an indicator as to how the government s two key decisions demonetisation and the implementation of the GST have had an impact on the economy. As in previous reports the survey is also likely to state the rate at which India s growth is expected to accelerate at and it could also suggest certain policy changes. In the last survey the CEA suggest that the government introduce the Universal Basic Income scheme via Direct Benefits Transfer to alleviate poverty. The government however is not bound to accept the recommendations and they do not always reflect in the Budget presented by the government.
